In a sudden reversal of an equally sudden oil and gas leasing plan, the B.L.M. withdrew 38,000 acres from consideration for oil and gas development, that was opposed by conservationists and threatened by reversal under an Obama administration. BLM asserts that the decision was not affected by the Obama effect. Yeah right.[1]
