The Federal government spent billions on Katrina recovery. So why does it still feel like a disaster in New Orleans? Much of the money went directly to corporations who failed to perform. Sole source contracts whose results were failures. Work never inspected and invoices never reviewed. $20 million for a campground that was unusable.
