Governments -of the people, by the people, and for the people- pass laws, rules, and regulations, paid for by taxpayers, and then make that information difficult or unreasonably expensive to obtain. The problem exists at all levels from local to Federal and in all branches, executive, legislative, and judicial.
Want a copy of your local electrical code? Buy it from an approved commercial vendor who makes a tidy profit, and who probably returns a profit to the government agency who promulgated the law. Need court documents or legislative reports that are available only at a price, if at all? Arguments justifying this kind of behavior are generally historical and by 21st century standards, no longer valid.
